piercing of a 14 year old

This place did a body piercing on my daughter who is 14. They asked if she had ID. She said she hadn't but she was 18 and they did it. The piercing went septic 2 days later and was removed 2 days after that. Atrocious work and a place that needs reporting to Greater Manchester authorities as it has behaved in a less than responsible way.
